Surgical -
Injection, Band ligation or Hemorrhoidectomy.
(When hemorrhoids are big, bleed and cause too much trouble.)
I wouldn't say "the best" since the nouns of each treatment depends on the metabolism of the sufferers, and people are responding differently.
